New to Texas: the emissions test and registering your vehicle

Short answer
You have 30 days after moving to Texas to register your vehicle. If you live in one of the emissions counties, get a passing emissions test first, then go to your county tax office with proof of insurance and proof of ownership. Elsewhere in Texas a non-commercial vehicle needs no inspection.

Step 1: the emissions test (emissions counties only)
If you live in one of the following emissions counties you will need to obtain a passing vehicle emissions inspection before attempting to register your vehicle
Many mechanic shops, oil change locations and service stations are certified by DPS as inspection stations.
Use the county checker to see whether your county is one of them, and the station finder to find a station near you.
Gasoline vehicles model-year 2 through 24 years old are inspected annually beginning with the vehicle's second anniversary.
Step 2: register at the county tax office
To do this, you must visit your local county tax-assessor collector office.

In Texas, you must show you have insurance coverage for a minimum of $30,000 per injured person, up to a total of $60,000 for everyone injured in an accident, and $25,000 for property damage.
For non-commercial vehicles the required Inspection Replacement Fee and Emissions Inspection Fee (if applicable) will be due at this time.
Sales tax fees on a vehicle can be $90 or the difference between your previous state's sales tax and the Texas sales tax.
Not required to register
Active-duty members of the armed forces and non-resident full-time students at a Texas college or university may keep their vehicles registered in their home state. If you are in that group and later decide to register in Texas, the same steps apply, including the emissions test in a program county.
Active duty members of the U.S. Armed Forces and non-resident, full-time students attending a Texas college or university are not required to register or title their vehicles in Texas.
A checklist
- Find your county. Use the county checker. Outside the 18 program counties a non-commercial vehicle needs no inspection.
- Test (program counties only). Gasoline vehicles 2 through 24 years old take the OBD test at a DPS-certified station. Keep the Vehicle Inspection Report.
- Gather documents. Proof of insurance meeting the Texas minimums, proof of ownership such as the title or registration from your previous state, and Form 130-U.
- Register at the county tax office within 30 days of moving, and pay the registration fee, the inspection-related fees and the new-resident sales tax fee.
- Get your Texas driver license from DPS within 90 days.

Do new residents need a safety inspection in Texas?
