Short answer
TxDMV allows five working days after expiration without penalty; after that you can be cited up to $200. You can still renew online up to 12 months after expiration if you have not been cited, but in an emissions county the test still comes first.
Grace period
A vehicle may be operated up to five working days after the registration expires without penalty. After those five days, you can receive a citation of up to $200.
Renewing late
Your vehicle registration may be renewed online 90 days prior to the expiration date or up to 12 months after the expiration date if you have not received a citation for an expired registration.
Vehicles must successfully pass the emissions inspection before receiving a passing vehicle inspection report, which is required in order to renew the vehicle's annual registration and obtain a vehicle registration sticker.
Eligible motorists that do not pass the vehicle emissions inspection will not receive the required vehicle registration sticker and will be subject to traffic citations from law enforcement authorities.
Avoiding it next year
Test early: a passing test taken in the 90 days before expiration counts for the renewal, which leaves time for repairs and the free re-test.

A worked timeline
Take a registration that expires on March 31 in a program county (our example, applying the quoted rules). The renewal window opens 90 days earlier, around the beginning of January, and a passing test taken from then on counts. If the car fails in mid-March, the free re-test runs 15 days from the first test at the same station. If March 31 passes without a renewal, TxDMV allows five working days of driving without penalty; after that a citation of up to $200 is possible. Online renewal stays open up to 12 months after expiration, provided you have not been cited, but the passing test still has to come first.

If the vehicle failed and the registration is running out
A failed test does not stop the clock on the registration. Repair the vehicle and use the free re-test at the same station within 15 days; if repairs do not fix it, ask a DPS waiver station about a waiver or time extension before the grace period runs out.
The local DPS waiver/challenge stations are responsible for issuing waivers/time extensions.
